List weather alert role rows

GET/weather-alert-rolesweatherAlertRoles.list
A canon role the emergency plan names for a weather level; people assigned it on the project are alerted. Returns a cursor page of weather alert role rows the caller may see. The default order is `created_at` ascending. Supports sparse fieldsets and the filter grammar.
