A canon role the emergency plan names for a weather level; people assigned it on the project are alerted. Returns a cursor page of weather alert role rows the caller may see. The default order is `created_at` ascending. Supports sparse fieldsets and the filter grammar.
Create a weather alert role

A canon role the emergency plan names for a weather level; people assigned it on the project are alerted. Creates a weather alert role. Requires `Idempotency-Key`; a replay returns the original response. The organization is derived from the credential or the parent row, never from the body.

A canon role the emergency plan names for a weather level; people assigned it on the project are alerted. Returns one weather alert role with its `ETag`. A weather alert role the caller may not see returns 404.

A canon role the emergency plan names for a weather level; people assigned it on the project are alerted. Soft-deletes the weather alert role: it moves to Trash and can be restored for its table's retention period.
