Get a weather alert role

GET/weather-alert-roles/{id}weatherAlertRoles.get
A canon role the emergency plan names for a weather level; people assigned it on the project are alerted. Returns one weather alert role with its `ETag`. A weather alert role the caller may not see returns 404.
