List advance submission rows

A recipient's submission for one section. Returns a cursor page of advance submission rows the caller may see. The default order is `created_at` ascending. Supports sparse fieldsets and the filter grammar.
Create an advance submission
POST/advance-submissions
A recipient's submission for one section. Creates an advance submission. Requires `Idempotency-Key`; a replay returns the original response. The organization is derived from the credential or the parent row, never from the body.
Get an advance submission
GET/advance-submissions/{id}
A recipient's submission for one section. Returns one advance submission with its `ETag`. A advance submission the caller may not see returns 404.
Review an advance answer
POST/advance-submissions/{id}/review
Records the one review of an answer: Accepted, or Returned with a reason the recipient reads. The database stamps the reviewer and time and refuses the person who submitted it (sod_advance_submitter) or a second review (422). Requires `Idempotency-Key`; a replay returns the original response. A rule that refuses the request returns 422 with `refusal` and `reason`.
