Get a wholesale statement

GET/wholesale-statements/{id}wholesaleStatements.get
What the platform bills a partner for one month (1060): each client org at its plan's list price less the wholesale discount. Totals cover priced lines; unpriced lines are counted, never zero. Append-only. Returns one wholesale statement with its `ETag`. A wholesale statement the caller may not see returns 404.
- Requires the capability org.billing.manage.
- OAuth scopes: org.
- Error statuses: 400, 401, 404, 429. Errors are RFC 9457 problem details.
