Get a spend authority limit

GET/spend-authority/{id}spendAuthorityLimits.get
A spend limit by role or person and document type, enforced in the approval RPCs. Returns one spend authority limit with its `ETag`. A spend authority limit the caller may not see returns 404.
- Requires the capability org.settings.read.
- OAuth scopes: org.
- Error statuses: 400, 401, 404, 429. Errors are RFC 9457 problem details.
