List union local rate rows

GET/union-local-rates

A union local's scale rate for a role. Returns a cursor page of union local rate rows the caller may see. The default order is `created_at` ascending. Supports sparse fieldsets and the filter grammar.

Create an union local rate

A union local's scale rate for a role. Creates an union local rate. Requires `Idempotency-Key`; a replay returns the original response. The organization is derived from the credential or the parent row, never from the body.
