List project phase transition rows

GET/project-phase-transitions

An append-only gate transition of a project. Returns a cursor page of project phase transition rows the caller may see. The default order is `transitioned_at` ascending. Supports sparse fieldsets and the filter grammar.

Get a project phase transition

GET/project-phase-transitions/{id}

An append-only gate transition of a project. Returns one project phase transition with its `ETag`. A project phase transition the caller may not see returns 404.
