List pay rate rows
GET/pay-rates
An append-only pay rate ledger entry for a person. Restricted. Returns a cursor page of pay rate rows the caller may see. The default order is `effective_from` ascending. Supports sparse fieldsets and the filter grammar.
Create a pay rate
POST/pay-rates
An append-only pay rate ledger entry for a person. Restricted. Creates a pay rate. Requires `Idempotency-Key`; a replay returns the original response. The organization is derived from the credential or the parent row, never from the body.
Get a pay rate
GET/pay-rates/{id}
An append-only pay rate ledger entry for a person. Restricted. Returns one pay rate with its `ETag`. A pay rate the caller may not see returns 404.
