GET/canon/assertion-ranks

An assertion rank, 4 down to 0, across economics, compliance and capability. Returns a cursor page of canon assertion rank rows the caller may see. The default order is `rank` ascending. Supports sparse fieldsets and the filter grammar.

An assertion rank, 4 down to 0, across economics, compliance and capability. Returns one canon assertion rank with its `ETag`. A canon assertion rank the caller may not see returns 404.
