List budget line rows
GET/budget-lines
A budget line. A blank unit price is unpriced; zero is a claim. Fee and Contingency are line types. Returns a cursor page of budget line rows the caller may see. The default order is `line_number` ascending. Supports sparse fieldsets and the filter grammar.
Create a budget line

A budget line. A blank unit price is unpriced; zero is a claim. Fee and Contingency are line types. Creates a budget line. Requires `Idempotency-Key`; a replay returns the original response. The organization is derived from the credential or the parent row, never from the body.
Get a budget line

A budget line. A blank unit price is unpriced; zero is a claim. Fee and Contingency are line types. Returns one budget line with its `ETag`. A budget line the caller may not see returns 404.
Update a budget line
PATCH/budget-lines/{id}
A budget line. A blank unit price is unpriced; zero is a claim. Fee and Contingency are line types. Updates the fields sent; omitted fields are unchanged. Requires `If-Match` with the current `ETag`: a stale tag returns 412 and a missing tag returns 428.
Delete a budget line
DELETE/budget-lines/{id}
A budget line. A blank unit price is unpriced; zero is a claim. Fee and Contingency are line types. Soft-deletes the budget line: it moves to Trash and can be restored for its table's retention period.
