List bid rows
GET/bids
A sealed line-item bid. A bidder never sees another bidder, and the org sees bids only after the deadline unless it holds `procurement.bid.unseal`. Returns a cursor page of bid rows the caller may see. The default order is `created_at` ascending. Supports sparse fieldsets and the filter grammar.
Create a bid
POST/bids
A sealed line-item bid. A bidder never sees another bidder, and the org sees bids only after the deadline unless it holds `procurement.bid.unseal`. Creates a bid. Requires `Idempotency-Key`; a replay returns the original response. The organization is derived from the credential or the parent row, never from the body.
Get a bid
GET/bids/{id}
A sealed line-item bid. A bidder never sees another bidder, and the org sees bids only after the deadline unless it holds `procurement.bid.unseal`. Returns one bid with its `ETag`. A bid the caller may not see returns 404.
Update a bid
PATCH/bids/{id}
A sealed line-item bid. A bidder never sees another bidder, and the org sees bids only after the deadline unless it holds `procurement.bid.unseal`. Updates the fields sent; omitted fields are unchanged. Requires `If-Match` with the current `ETag`: a stale tag returns 412 and a missing tag returns 428.
