List approval step rows
GET/approval-steps
An ordered step of an approval policy (1030). It names its approvers: everyone holding a role, or one member. Steps change only while the policy is a Draft (approval_step_policy_not_draft: 422). Returns a cursor page of approval step rows the caller may see. The default order is `approval_policy_id`, then `step_order` ascending. Supports sparse fieldsets and the filter grammar.
Create an approval step

An ordered step of an approval policy (1030). It names its approvers: everyone holding a role, or one member. Steps change only while the policy is a Draft (approval_step_policy_not_draft: 422). Creates an approval step. Requires `Idempotency-Key`; a replay returns the original response. The organization is derived from the credential or the parent row, never from the body.

An ordered step of an approval policy (1030). It names its approvers: everyone holding a role, or one member. Steps change only while the policy is a Draft (approval_step_policy_not_draft: 422). Returns one approval step with its `ETag`. A approval step the caller may not see returns 404.
Update an approval step
PATCH/approval-steps/{id}
An ordered step of an approval policy (1030). It names its approvers: everyone holding a role, or one member. Steps change only while the policy is a Draft (approval_step_policy_not_draft: 422). Updates the fields sent; omitted fields are unchanged. Requires `If-Match` with the current `ETag`: a stale tag returns 412 and a missing tag returns 428.
Delete an approval step
DELETE/approval-steps/{id}
An ordered step of an approval policy (1030). It names its approvers: everyone holding a role, or one member. Steps change only while the policy is a Draft (approval_step_policy_not_draft: 422). Soft-deletes the approval step: it moves to Trash and can be restored for its table's retention period.
