One row per live budget line with both GL dimensions, the derived account, the NULL-aware extended amount and approved spend. The grain the budget versus actual and final cost reports aggregate.

account_code	text	Sí	Expense account the line posts to (app.budget_line_amounts): the priced item's explicit GL default, else the URID class's expense account (decision D13 as owner decision 39 reads it); NULL when neither gives one.
cost_center_id	uuid	Sí	Dimension 1 cost center.
cost_center_code	text	Sí	Code of the cost center.
grade_code	text	Sí	Price grade.
element_id	text	Sí	Catalog element priced by the line.
extended_minor	bigint	Sí	Quantity times unit price in minor units; NULL when unpriced.
is_unpriced	boolean	Sí	True when the unit price is NULL.
