Get an expense

GET/expenses/{id}expenses.get
An expense. One expense posts to exactly one budget line; the submitter cannot approve it. Returns one expense with its `ETag`. A expense the caller may not see returns 404.
- Requires the capability finance.expense.read.
- OAuth scopes: finance.
- Error statuses: 400, 401, 404, 429. Errors are RFC 9457 problem details.
