List weather alert rows
GET/weather-alerts
A weather alert raised by a reading at the highest level met, cleared when readings fall below every level. Returns a cursor page of weather alert rows the caller may see. The default order is `issued_at` descending, newest first. Supports sparse fieldsets and the filter grammar.
Get a weather alert
GET/weather-alerts/{id}
A weather alert raised by a reading at the highest level met, cleared when readings fall below every level. Returns one weather alert with its `ETag`. A weather alert the caller may not see returns 404.
