List canon department rows

GET/canon/departments

A department class. Ten classes, always in numeric order. Returns a cursor page of canon department rows the caller may see. Coded list: the default order is numeric code order by `dept_code`. Supports sparse fieldsets and the filter grammar.

Get a canon department

GET/canon/departments/{dept_code}

A department class. Ten classes, always in numeric order. Returns one canon department with its `ETag`. A canon department the caller may not see returns 404.
