TableRow level security on
Collective bargaining agreements an org works under (engagement contract labor_agreement). Only employee engagements name one (rule XOS-ENG-3).

| deleted_at | timestamp with time zone | Yes | Soft delete time. A row with deleted_at set is ignored by every access helper. |
