TableRow level security on
Requirements and capabilities in one shape (Section 7.4): a direction facet says whether the project requires the URID or a venue or vendor provides it, so reconciliation is a join. Capabilities carry a capability assertion word (Bible tab 22); silence is UNKNOWN.
