Budget line amounts, derived: extended amount (NULL when unpriced, never zero), contingency moved in and out, the GL account (the item's explicit default, else by class: decision D13 as owner decision 39 reads it) and approved spend.

account_code	text	Yes	Expense account the line posts to: the priced item's explicit GL default, else the URID class's expense account.
extended_minor	bigint	Yes	Quantity times unit price in minor units; NULL when unpriced.
is_unpriced	boolean	Yes	True when the unit price is NULL.
drawn_in_minor	numeric	Yes	Contingency drawn into the line.
drawn_out_minor	numeric	Yes	Contingency drawn out of the line.
actual_minor	numeric	Yes	Approved and paid expenses posted to the line.
